How to get Certified copy of registered document such as sale-deed

Certified Copy:

Certified copy of your sales-deed is very important document in lieu of original one (if have taken loan, original will be with Bank). There is one page form (Form-22)(would be in Kannada) available at JP Nagar sub-registrar office.
Also available in English (Link give below).

This form, needs info like you sales-deed document number (typically written on top of your sales-deed) and "property description" with details like North XX, South XX (see the sales deed for this info, exact info is available there).

Required charges are as follow (which I paid):
25/- application fee
+
10/- per page
e.g. for 17-page sale deed, it would be 170+25/-  195/- Rs.

(Please confirm the fee with sub-registrar also ensure to collect receipts for all the payments)
In case, face any issue or additional money is demanded, meet sub-registrar without any hesitation and ask to clarify. Insist receipt for all the money paid.

Stamp paper of Rs.10 is required to be produced along with the application and
copying fee of Rs.3 for every page of Xerox copy or Rs.5 for every 100 words or
part thereof is to be paid.

It is advisable to take a printout of page from above link as reference to show.
Please do confirm with sub-registrar officer and then only pay.


Notarized copy 
Notarized copy is issued by a Notary (should be available in civil court campus) where they notarize the photocopy against the original. It is same as attestation.
(If original is not available, I guess this would be difficult).

Attested Copy
If you have original available, you can get a photocopy attested by a Gazetted officer.


It would be better to obtain at least 2 copies, so that you can retain 1 copy for any future needs.

For BESCOM meter transfer application any of the above is accetable.

Rule 138. Form of application for copies, searches, inspections.
(i) As far as possible, the parties should be advised to present their
applications for copies, searches or inspections on the printed Form No. 22 of
Schedule A, which may be supplied grantee. The application either typewritten
or manuscript can
also be submitted in the prescribed form.
(ii) All applications shall be numbered serially for the financial year.
(iii) A register in Form No. 23 of Schedule A, should be kept in every office.
In this register the applications or receipt should be entered in serial order.
(iv) When an application for copy is presented personally and the fees
are paid, the date on which the copy will be ready for delivery and the serial
number of application should be endorsed on the receipt and on the counterfoil.
In other cases only the serial number of application should be given.

Lets Do It in Better way

For benefit of those owners who have not transferred name and deposits transfer to their name from previous owner/builder, here is the list and procedure to do same yourself.


List of Documents:
(1) NOC from previous owner/Builder for transfer addressed to AEE.
   a. Content of Form-IV can be used for this purpose.
   b. In case of Builders, typically they provide this letter on their letterhead.

(2) Copy of Latest electricity Bill

(3) Copy of Latest electricity Bill Payment Receipt

(4) Meter Transfer Application- Form-I

(5) Power Supply Agreement Form-II, With stamp duty of Rs. 200
(6) Indemnity bond Form-III, With stamp duty of Rs. 100
  a. payment of stamp duty:
        For (5) and (6) applicable Stamp Duty can be paid in two ways:
            Option 1 - Doing franking on the document.
            Option 2 - Using e-Stamping.     
  b. Use legal size papers (Rs. 2.00 per page), typically used for property related agreements etc and should be available at your nearest Sub-Registrar Office.

  c. Get printout or photocopy of these forms (II & III) on legal size paper and get the Franking done at your nearest Sub-Registrar  office or obtain required e-Stamping certificates (Preferred).

  d. They need  Power agreement (Form-II) to be submitted in 2-copies ( I am not sure the reason, may be someone can try to figure-out it for the benefit of others).
Prepare two sets of  Power agreement, however Franking  (If not using e-stamping option) is to be done only one of them, other can be marked as "DUPLICATE" on top
(7) Sale deed copy - (Carry a Certified Copy of Sale Deed if you have)
(8) Meter Details (Optional): Provide following info on meter in one sheet
     (i) make               e.g. L&T
     (ii)Serial Number   e.g. 097988999
     (iii)Latest Reading e.g. 678
     (iv)Capacity           e.g. 5KW
(This is optional as BESCOM has to complete the field report to get these details, see page#2 of embedded application form)
(9) e-Stamping certificate for stamp duty of 100.00 toward Indemnity Bond (Article 29)
(10) e-Stamping certificate for stamp duty of 200.00 toward Power Supply Agreement.

Notes: (9) and (10) are required if you choose e-stamping(preferred) for paying the stamp duty.

If you are planning to use e-Stamping,following is the process (Preferred way for paying stamp duty):

1. Visit SHCIL e-stamping centers and obtain e-stamping certificates for both the forms.

2. You need to mention Certificate number for all the additional documents sheet(header and footer of the respective documents i.e. Form II and Form III).
3. While applying for estamping, in document description clearly mention "Indemnity Bond for BESCOM Meter Transfer", and for Form-II mention "Power Supply Agreement for BESCOM Meter Transfer".

Typical Issues raised by BESCOM officer:

1. Provide tax receipt/Khata etc
Ans: Politely answer that, For proof the ownership of property I have attached copy of sale deed as specified in Section 36.01 Note: (i) of BESCOM rulebook.

2. Officer verifying the document will give a one page related to Field Report from Jurisdictional BESCOM Junior Engineer and ask you to go and collect from concerned Engineer.
Ans: Politely answer that this document is supposed to be internally processed. Applicant need not do it himself.
        Additionally, the document supposed to be prodived by applicant DOES NOT list that as it an internal document. Show the copy of above rulebook (Section-36.01).

Notes:
Typically time frame for meter transfer is one to two weeks and Maximum is 4 weeks.

Doe's and Don'ts
1. Don't Pay any BRIBE.
2. Do take photocopy of all the completed document (preferably after having verified and just before submission).
3. Do clear all the due before submitting the application.
4. Do make the applicable security deposit if any.


Notes about BESCOM:

Opposite to my perception, I found concerned BESCOM official reasonably co-operative.

BESCOM Public Information Officers (PIOs) were very responsive and prompt to my RTI queries. I got some of the clarification very promptly with all requested details from  PIO, BESCOM, K.R. Circle.
